The organizing authority for this regatta is the Louisville Sailing Club (LSC), Prospect, Kentucky.

NOTICE OF RACE

1.  RULES – The regatta will be governed by the Racing Rules of Sailing (RRS), Prescriptions of US Sailing, except 63.2 and 63.4, and the International Sunfish Class Association Class rules except as modified in the Notice of Race and Sailing Instructions (SI).  RRS Appendix A5.2 and V2 apply.

1.1 Instructions 5.2 and 11.1c change Race Signals – AP Flag, First Substitute, and N Flag.

1.2 Instruction 8 changes RRS 42.3(h) and A5

1.3 Instruction 21 changes RRS 63.7

1.4 Instruction 15.1 adds to RRS 61.1

1.5 All boats shall have sail numbers in accordance with Class Rules: https://www.sunfishclass.org/sailnumbers.

1.6 Boats may be selected for inspection at any time during the regatta by the ISCA Chief Measurer or an appointed representative.

1.7 Due to parts shortage, third party parts are allowed.

2. ELIGIBILITY AND ENTRY

2.1 The regatta is open to all Sunfish sailboats, boats may be entered by completing registration with the Louisville Sailing Club.

2.2 Skippers are responsible for their boats complying with all Sunfish Class measurement rules. Boats are subject to random inspections, including Kentucky State required safety equipment.

3. FEES,

3.1 The Entry Fee is $35.00; the Entry Fee includes Dinner, Breakfast and Left, Overs Lunch.

. 4.  NOTICES TO COMPETITORS – Notices to competitors will be posted on the Official Notice Board (ONB) on the wall of the LSC Clubhouse, first floor. . The Protest Notice Board will be a part of the Official Notice Board.

5.  CHANGES TO THE SAILING INSTRUCTIONS – Any change to the Sailing Instructions will be posted before 12:00 PM on Saturday. Changes to the Sunday schedule will be posted by 8:00 PM on Saturday.

6.  SIGNALS

6.1 Signals made ashore will be displayed from the RC Boat flag staff.

6.2 When Code Flag "AP" is displayed ashore, further racing is postponed. The next Warning Signal will not be made for at least 30 minutes after Code Flag AP is removed. This changes RRS Race Signals.

6.3 The display of the Orange Flag, indicates the RC is in position to start the next race.  It will be displayed 3 – 5 minutes before the next Warning Signal.

7 SCHEDULE

      No Race Warning Signal will be made after 1:00 PM

7.2 One race shall constitute a regatta. A maximum of seven (7) races, in total, are scheduled for the regatta.

8.  CLASS FLAG - A Sunfish Insignia on a solid background.

9.  RACING AREA –

9.1 The racing area is the Ohio River along the commercial barge channel adjacent to LSC. Sailing within the barge channel is allowed when there is no barge traffic.

9.2 When a boat sailing under these rules (Sunfish) meets a vessel that is not (barge), Rules of Part 2 of the RRS (When Boats Meet) are replaced by the Inland Navigation Rules. When a sailboat is becalmed or otherwise unable to sail out of the channel before an approaching barge is half a mile distant, the skipper and/or crew may use a paddle or any other method to get out of the commercial channel provided the sailboat does not thereby gain a significant advantage in the race. This changes RRS 42.3(h). Any Sunfish sailing within the barge channel when there is nearby barge traffic shall not interfere with the movement of the barge traffic that causes the barge tug to repeatedly sound its horns in warning. If the tug repeatedly sounds its horns in warning and/or stops the movement of the barges because of sailboats, all competitors causing the tug to sound its horns will be scored as Disqualified Not Excludable (DNE) by the Race Committee from the race in progress, or the next race if none is in progress at the time of the incident.  A DNE score by the Race Committee for a sailboat interfering with commercial traffic changes RRS A5 by the addition of this scoring action.

10.  COURSE. The racecourse will be sailed around drop marks in the river.  All racing will start and finish at the RC Boat. The finish line is open when not finishing. The racecourse type(s) will be explained at the Competitor’s Meeting.  See Appendix A.

11.  MARKS. The course marks will be explained and exhibited at the Competitor’s Meeting.

12.  THE START -

12.1 The RC will raise the Orange Flag with one sound to indicate the RC is ready to begin the next starting sequence, 3 – 5 minutes before the Warning Signal.

12.2 The RC will sound multiple sounds 1 minute before the Warning Signal.

12.3 The lowering of Code Flags AP, First Substitute, and/or N will be accompanied with multiple sounds, one minute before the Warning Signal. This changes RRS Race Signals.

12.4Before the first race of each session when Code Flag L is displayed, all competitors shall sail past the RC boat, preferably on starboard, hail the sail number, and receive acknowledgment to be “Ranked As a Starter” (RAS).  Competitors not reporting or observed in the vicinity of the RC Boat may be scored “Did Not Compete” (DNC).

12.5 The Starting Line will be between the staff of the Orange Flag on the RC Boat on the starboard end and the mark on the port end of the line.

13.  THE FINISH – The Finish Line will be between the staff of the Blue Flag on the RC Boat on the starboard end and the mark on the port end of the line.

14.  TIME LIMIT –

14.1 The first competitor shall round the first mark within 30 minutes or the race will be abandoned.

14.2 The first competitor shall finish the race within 60 minutes, or the race will be abandoned.

14.3 If the last boat(s) to finish in a race is/are unduly delaying the start of another race, and/or such action by is determined by the RC to be in the best interest of the regatta, the RC will terminate the race and score those boats in the place they would have finished, based on the judgment by the RC, at the time the race is terminated.  The scoring of a boat by the RC under SI paragraph 13.2 will not be grounds for Redress.

15.  SHORTENED COURSE - RRS Rule 32.2 is changed:  If the Race Committee signals a shortened course, by displaying Code Flag S, with two sounds from a support boat at a mark or gate, the next leg of the course is the new last leg and ends at the Finish Line at the RC Boat.  The shortened course shall be signaled as the first boat rounds the mark or passes through the gate beginning the new last leg of the race. Display of code Flag S will be continued with sounds, until all subsequent boats round the mark or pass through the gate.

16.  PROTESTS -

16.1 Competitors intending to protest shall notify the RC Finish Boat after finishing and while still in the immediate area of the RC Finish Boat of their intent to protest including the sail number of the boat(s) being protested. This adds to RRS Rule 61.1(a). Protests shall be written and lodged with the Protest Committee’s representative at the RC Boat within the Protest Period which begins when the RC Boat docks and ends 60 minutes later. The RC Boat will display Code Flag B with one sound upon docking signaling the beginning of the 60-minute Protest Period. Code Flag B will be removed with one sound signal at the end of the Protest Period. Forms are available at the RC Boat and the LSC Club House. Protests will be heard in approximately the order of receipt as soon as possible in the LSC Clubhouse.

16.2 Protest notices will be posted on the Official Bulletin Board within 30 minutes after the Protest Time ends to inform competitors of hearings in which they are parties or named as witnesses. The time limitations of RRS 62 (Redress) and 66 (Reopening) are changed so that the time limit for both is the Protest Time Limit of 60 minutes. RRS 67 will be in effect as it applies to RRS 42.

17. SCORING – Scoring shall be in accordance with Appendix A of RRS. All race scores will be counted. RRS Appendix A5.2 applies.

18. PERSONAL FLOTATION - While the wearing of a USCG-approved Personal Flotation Device (PFD) is not required when not signaled, the Organizing Authority and the Race Committee strongly recommend that each competitor wear a PFD at all times while on the water.  When Code Flag Y is flown from the RC Boat, each competitor shall wear a PFD until Code Flag Y is removed.

19. RETIRING - A boat that retires from a race shall attempt to notify the RC or a support boat.

20. INSURANCE - Each participating boat is recommended to be insured with valid third-party liability insurance with a minimum cover of $300,000 per incident or the equivalent.

21. AWARDS.  

21.1 Awards will be given to the top (3) skippers in the Regatta.

22. DISCLAIMER OF LIABILITY - Competitors in this event are participating entirely at their own risk. See RRS 3, Decision to Race. Competitors agree that the race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. As an inducement to the race organizers to against and released the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law and is deemed to have warranted that he/she has obtained this same release of the race organizers by each crew member.  Each competitor is solely responsible for his own safety and agrees to sail and utilize LSC's facilities at his/her own risk.

23.  PRECEDENCE In the event of a conflict between the Notice of Race and the Sailing Instructions, Sailing Instructions shall have precedence. This changes RRS 63.7.
